LaSTEM

 

 

The Louisiana ScienceTechnologyEngineering, and Mathematics Advisory Council (LaSTEM) under the auspices of the Board of Regents is tasked to coordinate and oversee the creation, delivery, and promotion of STEM education programs, to increase student interest and achievement in the fields of STEM, to ensure the alignment of education, economic development, industry, and workforce needs, and to increase the number of women who graduate from a postsecondary institution with a STEM degree or credential.

LaCASU

The Louisiana Center Addressing Substance Use in Collegiate Communities (LaCASU) office provides outreach and support to Louisiana’s institutions of higher education to aid in reducing the negative consequences of substance use. Through the Louisiana Higher Education Coalition (LaHEC), a project funded by the Louisiana Department of Health — Office of Behavioral Health (OBH), we facilitate a statewide coalition of over 35 institutions of higher education across Louisiana, including four-year institutions, two-year institutions, community colleges and technical community colleges.

Within LaHEC’s structure, we are able to provide the following free services:

  • Research and Evaluation services which include providing statewide assessment and evaluation of substance use rates of Louisiana’s college students through the Core Alcohol and Drug survey. Additionally, we assist higher education administrators in raising awareness about healthy and helping behaviors and selecting intervention strategies that reduce negative consequences.
  • Professional Development training to increase evidence-based prevention programs, help in organizing campus community coalitions, and providing seminars to present information on best practices on current issues in higher education;
  • Technical Assistance to help establish data-tracking systems, institutional assessments of ATOD practices, and assistance in survey administration and reporting. In addition to the aforementioned, we also serve as the primary source of professional expertise in collegiate substance use prevention in Louisiana through advisory boards/councils such as the State Epidemiology Workgroup (SEW) and Prevention Systems Committee (PSC).

Cybersecurity Education Management Council (CEMC)

 

The Cybersecurity Education Management Council is tasked with promoting degree and certificate programs in cybersecurity fields offered by public postsecondary education institutions in order to meet the state’s workforce needs.

R.S. 17:3138.9 Established the Louisiana Cybersecurity Talent Initiative Fund, created within the state treasury as a special fund for the purpose of funding degree and certificate programs in cybersecurity fields. This also created the Cybersecurity Education Management Council, comprising representatives of the Louisiana Board of Regents, Louisiana higher education institutions, the Louisiana Department of Education, the Louisiana Workforce Commission, Louisiana Economic Development, and members appointed by the Governor to advise and make recommendations to the Board with respect to distributions of monies for the expansion of cybersecurity programs.

LOSFA

The Louisiana Office of Student Financial Assistance (LOSFA) is a Program of the Louisiana Board of Regents, administering the state’s scholarship and grant programs and the state’s Internal Revenue Code Section 529 college savings program. Among the programs administered by LOSFA are Louisiana’s premier merit-based scholarship program, the Taylor Opportunity Program for Students (TOPS); the state’s 529 college savings plan, the Student Tuition Assistance and Revenue Trust (START) program; the Rockefeller State Wildlife Scholarship program and the Louisiana Achieving a Better Life Experience Act (LA ABLE).

LA Able is a program, which allows families to save for disability related expenses of their loved ones. The advantage of this program is that it allows the family to save without worrying about whether the assets in an account will be counted as an asset for purposes of determining eligibility for federal and state benefits programs such as Medicaid and Social Security.

LOSFA is active in the dissemination of college access information within the state with a concentration on assisting students from low-income families and first generation college attendees in locating and obtaining the resources necessary to pursue and complete a postsecondary education. To these ends, LOSFA regularly collaborates with other entities including the Louisiana Board of Regents, the Louisiana Department of Education, the Gear Up and Trio programs.

    Filing a Student Complaint Against a Louisiana Institution

    Role and Authority of the Louisiana Board of Regents (BoR)

    The Board of Regents is the coordinating agency for all public higher education in Louisiana. The BoR is not a regulatory agency, however, and therefore has limited jurisdiction over student complaints. The BoR cannot offer legal advice to complainants and does not act as a student’s agent or attorney. Any information provided by BoR staff is not to be interpreted as legal advice or representation.

    1. Process for students enrolled at a Louisiana public post-secondary academic degree-granting institution:

    The first step for students who wish to file a complaint against a Louisiana institution is to exhaust all of the institution’s student complaint or grievance procedures. An institution’s student complaint or grievance procedures are typically available in the academic catalog or student handbook on the institution’s website.

    Once the institution’s procedures have been exhausted, if the matter remains unresolved, a complainant should contact their institution’s respective system office. To identify your institution’s system office, click here.

    After making every reasonable effort to resolve the dispute directly with the institution and system office, if a solution cannot be reached, an individual may submit a written complaint to the Board of Regents. BoR staff will review the facts and facilitate in the resolution of the complaint in a manner consistent with its role as the coordinating board.

    1. Process for students enrolled at a Louisiana proprietary school:

    In Louisiana, a proprietary school is a private, non-public business enterprise owned by one person, a partnership, a limited liability company, or a corporation that sells vocational/occupational courses of instruction, exceeding twenty (20) clock hours in length, to the general public for the purpose of training or preparing persons for gainful employment. A complete listing of the schools and their locations can be found in the Proprietary Schools Directory which is located on their webpage along with the proprietary school student complaint procedure found here.

    1. Process for students living outside of Louisiana enrolled via distance education at an institution participating in the State Authorization Reciprocity Agreement (SARA):

    If you are a student living outside of Louisiana in a state currently participating in the State Authorization Reciprocity Agreement (SARA), and you are enrolled via distance education in a Louisiana institution that is a current member of SARA, and you are unable to resolve a complaint with the institution, you may appeal to the Louisiana Board of Regents. To find out whether or not your institution is SARA-approved and/or the state in which you reside is a SARA state, please visit the National Council for SARA website at www.nc-sara.org. To file a formal SARA complaint click here.

    1. Students living outside of Louisiana enrolled via distance education at an institution NOT participating in the State Authorization Reciprocity Agreement (SARA) should follow the process for students enrolled at a Louisiana public post-secondary academic degree-granting institution outlined in Section 1 above.

    Please note that the complaint process at your postsecondary institution may vary depending on the type of complaint (e.g., financial aid, the institution’s accreditation, grades, student conduct, etc.) Please refer to the institution’s handbook or course catalog to identify the appropriate process and relevant official for bringing the complaint.

     

    If you have followed your institution’s student complaint process but have been unable to resolve your complaint, you may contact the institution’s accrediting body as well as the Louisiana Attorney General’s Consumer Protection Section. The Attorney General’s Consumer Protection Section is authorized to handle commercial and trade practices in the distribution, financing and furnishing of goods and services to or for the use of consumers.

The Master Plan
