In partnership with the Board of Regents, the HBCU Advisory Council will focus on ways to strengthen the capacity of HBCUs to provide the highest quality education, increase opportunities for HBCUs to participate in and benefit from state programs, and ensure that Louisiana has the highest proportion of college graduates from HBCUs in the country.

Louisiana Center Addressing Substance Use in Collegiate Communities (LaCASU)

The Louisiana Center Addressing Substance Use in Collegiate Communities (LaCASU) office provides outreach and support to Louisiana’s institutions of higher education to aid in reducing the negative consequences of substance use. Through the Louisiana Higher Education Coalition (LaHEC), a project funded by the Louisiana Department of Health — Office of Behavioral Health (OBH), we facilitate a statewide coalition of over 35 institutions of higher education across Louisiana, including four-year institutions, two-year institutions, community colleges, and technical community colleges.

Experimental Program to Stimulate Competitive Research (EPSCoR)

As early as FY 1988-89, the Board was co-sponsoring research projects with the National Science Foundation (NSF) and supporting the development of Louisiana’s scientific research and educational infrastructure under NSF’s Experimental Program to Stimulate Competitive Research (EPSCoR).  The Board’s involvement in EPSCoR has grown over the years to include programs with NASA, the Department of Energy (DOE), the Department of Defense (DoD), the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH).

Louisiana Optical Network Infrastructure (LONI)

The Louisiana Optical Network Infrastructure (LONI) is a high-speed, fiber-optic network that runs throughout Louisiana and connects supercomputers at Louisiana’s premier universities: Louisiana State University and A&M College, Louisiana Tech University, LSU Health Sciences Center in New Orleans, LSU Health Sciences Center in Shreveport, Southern University and A&M College, Tulane University, University of Louisiana at Lafayette and University of New Orleans, allowing greater collaboration on research that produces results faster and with greater accuracy.

LONI provides Louisiana researchers with one of the most advanced optical networks in the country and the most powerful distributed supercomputer resources available to any academic community with over 85 teraflops of computational capacity. LONI is a high-performance computing and distributed storage network infrastructure funded by a $50M state investment from the State of Louisiana.

Louisiana Office of Student Financial Assistance (LOSFA)

The Louisiana Office of Student Financial Assistance (LOSFA) is a program of the Louisiana Board of Regents, that strives to be Louisiana’s first choice for college access by promoting, preparing for and providing equity of college access. LOSFA administers the state’s scholarship and grant programs and the state’s Internal Revenue Code Section 529 college savings program.

LOUIS: The Louisiana Library Network

LOUIS: The Louisiana Library Network is a partnership with academic libraries, state and private libraries, and museums and archives. With a centralized support staff, commonly referred to as “LOUIS” located on the LSU campus, LOUIS combines the collective resources of all members to produce a dynamic library consortium. LOUIS provides member-approved initiatives which include information technology solutions such as an integrated library system, a digital library, interlibrary loan, electronic scholarly resources, and a host of other services.

Louisiana Universities Marine Consortium (LUMCON)

LUMCON as a consortium is a statewide academic endeavor to focus on and strengthen the effectiveness of foundational marine science needed to address the environmental and socioeconomic challenges facing Louisiana and the nation. 1979, LUMCON has provided unparalleled opportunities in marine science and education to the research community and the public alike. Anchored by a first-rate marine laboratory, the DeFelice Marine Center, LUMCON is embedded in Louisiana’s dynamic wetland environment and conveniently located on a gateway to the open waters of the Gulf of Mexico.

The Master Plan

To move Louisiana aggressively forward, the Board of Regents has embraced a robust new attainment goal that calls for 60% of all working-age adults (ages 25-64) in Louisiana to hold a degree or high-value credential by 2030. As we stand on the brink of a new decade, this Master Plan, born of the Board of Regents’ unique charge to guide postsecondary education across the state, will set the foundation to increase opportunity. Our Talent Imperative is to Educate, Innovate, and Collaborate
